East Siang police on alert against underground outfits, illegal migrants

PASIGHAT, Aug 28: In view of recent incidents of violence in Assam, the East Siang police have intensified its operation to thwart possible intrusion of underground outfits and illegal migrants.
Police forces with IRBn jawans patrolled several areas under Assam-Arunachal boundary on Saturday in the district. DSP A Taying said that villagers have been told to keep a strict vigil.
When asked on influx of Bangladeshi migrants in and around Tulap Reserve Forest area near Pasighat township, Taying said that, those illegal migrants will be detected and deported early. "In case of any law and order problem because of illegal Bangladeshi migrants, citizens who has given space to them will be punished as per law", said Taying.
After a joint operation of AAPSU and other student bodies of the state and district against illegal Bangladeshi migrants settling in East Siang, the migrants had left the district. But migrants have since returned in and around Pasighat Township.
There are more than 500 illegal migrants who have settled in and around Pasighat Township, mostly in Tulap and Reserve Forest areas.
Contractors rue non-payment of bills
ITANAGAR, Aug 28: All Arunachal Contractor's Welfare Association (AACWA) has strongly appealed to the State Government, particularly PWD minister to pursue with the Central Government for early clearance of all pending bills of the contractors.
Many petty contractors, who have executed works of repairing and maintenance, including construction of few culverts, retaining walls,
slip clearance, black-topping etc. along the national highway in between Itanagar and Banderdewa, have been facing financial hardships due to non-payment of their bills for the last two years, it said.
Most of the contractors had invested huge amounts taking loan from private parties on interest considering urgency of the work.
"But till date, not a single penny was paid to the contractors," AACWA rued.
The PWD minister should pursue the matter with Centre as these projects are under the control of MoRTH, Govt. of India, the AACWA said.

Arunachal Pradesh is blessed with many talented youths who have already proven their capability in sports and games, film making, art and culture and many other fields even though support from the Government has been lacking. Such talented youths need more support from the Government in terms of infrastructure and financial assistance. Hopefully, the National Film and Television Institute under the Union Information and Broadcasting Ministry proposed at Jollang-Rakap near Jote village in Papum Pare is a right direction in this regard.
Recently, the villagers formally handed over land to the information and broadcasting ministry for the proposed Film and Television Institute (FTI).
Team of officers from Ministry of Information and Broadcasting and Satyajit Ray Film and Television Institute (SRFTI) Kolkata inspected the plot of land allotted for setting up of Institute measuring 50 acres at Jollang-Rakap.
The site is located on a hillock on the right bank of the picturesque Poma River.
And probably it is the only project in the state which got central nod without much hiccup with rigorous persuasion from the then Chief Minister Nabam Tuki and Union MoS for home Kiren Rijiju, the force behind the setting up FTI in Arunachal.
If everything goes well, a temporary campus of the Institute will come up soon with a nodal officer from SRFTI in Itanagar.
State Govt which has been unable to provide jobs even to the eligible youths due to financial constrain, will hopefully extend all logistic support for early establishment of the institute.
Another project that needs urgent attention of the Govt is Toru Engineering College, for which foundation stone was laid in April 2015.
Almost Rs three crores have already been released by the Union Ministry of Human Resource Development as first installment for infrastructure development of the college in 2015-16. But the project got delayed not because of fund but due to indecisiveness followed by political turbulence in the state.
Since Chief Minister Pema Khandu had already announced that all projects undertaken by the previous regimes in the last four years will be fast tracked, there is reason to believe that Govt will accord priority to these projects which will not only give chance young students within the state but will train them well to take up jobs that is self sustainable, in absence of govt jobs.
APSLSA conducts training for Para Legal Volunteers
ITANAGAR, Aug 28: Arunachal Pradesh State Legal Services Authority (APSLSA) organized an orientation cum induction training programme for Para Legal Volunteers (PLVs) at Don Bosco Youth Centre Vivek Vihar here on Sunday.
During the day-long training, OSD APSLSA Dani Belo and APSLSA Member Secretary Budi Habung imparted the PLVs with basic knowledge on RTI, Right to Education and victim compensation, legal services, Lok Adalat, legal clinics and role of PLVs.
Advocate Sunil Mow talked on human trafficking and child rights while State Women Commission Chairperson Mitali Tingkhatra talked on domestic violence and sexual harassment on woman.
Consumer Protection Officer (Papum Pare) Amrit Taba delivered a lecture on consumer rights and remedies while ALA Assistant Prof. Nani Mamung talked on drug abuse, various provisions and punishment to offenders under NDPS Act.
Certificates were given away to the para legal volunteers at the valedictory function of the training.
Around 56 members of Arunachal Vivekanda Yuva Shakti attended the training.
The programme was also attended, among others, by District and Sessions Judge (Yupia) Jawepulu Chai, Judicial Magistrate (First Class, Yupia) Mary Kamsi.
Stop inter-state smuggling of forest produces: Assam Minister

RUKSIN, Aug 28: Assam Forest Minister Pramila Rani Brahma has urged the Assam forest officials to strictly deal with cases pertaining to interstate smuggling of forest produces and hunting in the area.
The Assam minister was visiting Poba Reserve Forest on Sunday which is located in the outskirts of Ruksin.
Interacting the members of NGO- Save Poba Rain Forest and other leaders at Tin Mile beat office of Poba RF on the right bank of Siang River, Brahma called for taking strong forest conservation measures to protect the remaining forest and natural resources.
Poba RF is located at the Assam-Arunachal boundary at Ruksin sub-division of East Siang. Larger part of the RF notified in 1924 falls in Assam.
The Reserve Forest is also considered as a factor in restoring ecological condition of the region besides protecting the area from the flood fury.
The NGO activists submitted a memorandum demanding protection of Poba and urged the minister to take step for early declaration of the RF to wildlife sanctuary as demanded by many local organizations.
Brahma was accompanied by Jonai MLA, Bhuban Pegu, Assam PCCF, AK Singh and other forest department officials during the visit.
The minister's visit to the area is significant as the forest departments of both Assam and Arunachal Pradesh are taking joint efforts to control unabated smuggling of timber and other forest wealth from the area.
Solung Badminton Cup tourney in Tawang concludes
ITANAGAR, Aug 28: The week-long Solung Badminton Cup Tournament organized as part of Solung celebration concluded at Monyul Sports Club, Tawang on Sunday.
Rupak Das and Kenny Kent won the men's doubles title defeating the pair of Lobsang Yeshi and Marba Nalo in the final.
The winners of mixed double event were the Lobsang Yeshi and Jumbi Loyi, who beat the pair of Dakter Riba and Kenya Lollen.
ASM Chairperson of Jang Mukto Namgey Tsering and social worker Tenzin Monpa gave away the prizes to the winners and runners up.
Both Tsering and Monpa advised the Mopin Solung Festival Committee to organize such events in future also for communal harmony and brotherhood amongst various tribes.
In all 22 teams participated in the tournament, which was inaugurated on August 20.
'Arrest culprit'
ITANAGAR, Aug 28: Claiming that one Joram Takhe of Jath village under Yachuli Subdivision of Lower Subansiri was killed on his way to his village on Aug 20 last, the All Yachuli Students' Union (AYSU) has demanded arrest of the culprit within 10 days. The case is registered at Ziro Police Station.
In its representation to the DC demanding exemplary punishment for the culprit, it said that failure to comply with the demand will invite democratic movement.
NCC camp concludes
ITANAGAR, Aug 28: The ten days annual NCC training camp concluded at Rajiv Gandhi Government Polytechnic, Itanagar on Sunday.
The camp which had started on August 19 was attended by more than 475 cadets from 18 different schools and four colleges. More than 50 trainers, officials from Assam Battalion, NCC officers from Tezpur, 1 Arunachal battalion NCC and all the NCC Units of the state took part in the camp.
The training and competitions included firing, Swachh Bharat Abhiyan, line layout, tent pitching, guard of honour, cultural programmes and exercise, drill and others.
CDR, NCC GP Tezpur, Brigadier MS Jodha informed that there are 2000 cadets in the 1 Arunachal NCC battalion while expressing the hope that NCC will serve the motto for the nation building through youth force with discipline.
Among others, Group Commander, Col. RK Jaishwal, Deputy Commander, Lt. CL Bisnoi, RGGP Principal, Dr A K Tripathi and administrative officer Palvinder Singh attended the function.
Prizes were given out for various events at the concluding function held at the conference hall of the RGGP. Cultural dances and songs of different tribes were showcased.

Long way to go for Arunachal to develop as tourist destination
Chief Minister Pema Khandu has been impressing on the need to turn Arunachal into
tourism hub of the country. He recently held meeting with union tourism minister
Mahesh Sharmna in this regard. Also during the ‘Songs and Dances of Northeast’ festival
held at Mumbai, CM wooed tourists and urged them to visit state. It is appreciable
on the part of CM to try market Arunachal as a major tourist destination. But there
are lots of issues that need to be resolved before inviting outsiders to visit state.
First and foremost the government should concentrate in improving the road connectivity.
Most of the tourist destinations do not have proper road connectivity. Also the existing
road infrastructure is in poor shape. Major road projects like Trans Arunachal Highway,
frontier highway and industrial corridor are in various stages and have not picked
up the desire speed. Secondly the government should give emphasize on improving the
air connectivity. Itanagar is the only capital in North East region which does not
have an airport of its own till date. State government should push central government
for establishing an airport in Itanagar. There is also need for educating and sensitizing
the locals. Many instances of locals misbehaving with tourists have been reported
from various parts of the state. Tourism department should regularly conduct awareness
programme across the state. Unless local people develop friendly attitude no outsiders
would visit state. Hopefully the state government under the leadership of young Chief
Minister Pema Khandu will look into these aspects in order to truly develop Arunachal
as the major tourist destinations of the India.

School in need of assistance
Dear Editor,
Ever since the day, I landed up in Govt higher secondary school Daporijo, I have
seen the atmosphere of the school campus and class rooms. My recent visit to the
school has compelled me share about the condition of the school. There is no proper
demarcation of school boundary. School buildings are in dilapidated condition and
cement plasters are falling apart since from the last maintenance. There is no adequate
Furniture for students and staffs even though it is alone higher secondary school
in the heart of Daporijo town, where the students from various schools come for study.
How can students expect quality education from such a school? And who are those responsible
for it?
Therefore, through your reputed daily, I request the department of education, public
leaders and govt to look into the matter closely to improve the scenario of education
for the sake of poor students who cannot afford to attend private schools.

Chaos at Civil Secretariat
Dear Editor,
This is regarding the article “Chaos at Civil Secretariat” where the security personnel
have been alleged of assaulting a visitor and denying entry to an IAS officer. Before
I put my opinion let me introduce that I am a staff of the Civil Secretariat, Itanagar.
Since the day the order for the restricted entry was circulated, we the employees
have been stopped at the gates more than any other visitors. Every time I enter the
secretariat with vehicle or without, I am asked for my ID card. Forget gate, blocks
haven’t been spared too. Although it has caused great inconvenience but the fact
that the system is deployed in order to make the place more secure and suitable for
working environment gives me a relief. The security is there for a reason, and I
believe that they are doing their duty with utmost sincerity and hence the fuss.
Because if the security wasn’t there or if they were just a mute spectator any one
would find an entry and I suppose everyone will be happy then? There have been instances
where the public has caused unnecessary harassment to the officials for unofficial
works and there also have been instances where the visitors pay a visit “armed” for
the reasons best known to them. Everyone condemns the post mortem nature of the security
personnel, but when they are in for taking precautions, suddenly everyone finds it
inconvenient. Let us appreciate the system and abide by the rules and regulation.
Let us do our duties and let the security personnel do theirs. Let us not discourage
them, because the only motivation they have is the appreciation and well wishes from
the public and the staffs.

Loopholes of illegalities in recruitment process
Dear Editor,
Through your esteemed daily, I would like to draw the kind attention of His Excellency,
the Governor of Arunachal Pradesh, Chief Secretary of Arunachal Pradesh and unemployed
youth pertaining to the Junior Engineer (Civil) recruitment in the department of
Public Work Department (PWD).
Chief Engineer (Coordination, Training, and Vigilance), PWD floated an advertisement
inviting an applicant for filling up of online application form for the post of J.E.
(Civil), dated the 25th February 2015. The Number of vacancy post advertised was
10 (ten). The last date for online application form submission was 30th March 2015.
Written exam was scheduled to be held on 11th and 12th July 2015. It was believed
that the written examination would be fair and transparent, as then incumbent Chief
Engineer Shri Bora Ete is known to be a person of high ethical and moral values and
strict administrations. But to our utter surprise, the written examination date was
postponed by Superintendent Engineer (Coord. Trg. & Vig.), superseding Chief Engineer’s
power. Chief Engineer Shri Bora Ete was transferred to Highway Department overnight,
the reason best known to them. After that, all the works and orders were carried
out under the seal and signature of Superintendent Engineer. Since, Chief Engineer
(Coordination, Training, and Vigilance), PWD is no more functional as all works are
carried out by Superintendent Engineer, the Chief Engineer post should be cancelled
with an immediate effect. Why waste public money?
After two months gap, another notification of addendum was notified on 25th September
2015, informing candidates that the vacancy posts of J.E. (Civil) were increased
from 10 to 33 posts.
Written examination was conducted on 10th and 11th October 2015 and result declared
on 26th August 2016. In the result notification dated the 26th August 2016, it was
surprised to see that the vacancy position was again increased from 33 posts to 66
posts.
It is not new to one and all that mass malpractices and unfair means are adopted
in examinations. So most of the candidates instead of reading the books, do research
in finding the best way of doing cheating. Methods of unfair means from books, micro
xerox, the internet, WhatsApp by keeping paid agents outside the exam hall. Question
papers are leaked within 5 to 10 minutes after commencement of exam. Paid agent solves
the questions and solutions are sent via WhatsApp.
It was said the Mobile Jammer would be used in the said exam and same was used too.
But in DNGC, Itanagar, and many other exam centers, the mobile jammers were not functional.
From some of the exam centre, none of the candidates could qualify in written examination.
Lucky are the one who got exam centre, where cheatings were allowed. This is the
fate and story of J.E. Exam PWD. The horrors are same for all other departmental
examinations conducted by the state government.
Apart from cheating experts, most of the post would be shared amongst the candidates
of departmental authorities, ministers, parliamentary secretaries, influential people,
and money making people of states. I wish I were one amongst them.
The consequences of such malpractices in recruitment are, most of the J.E.’s of engineering
department, even don’t know how to prepare estimates. And the quality of work executed
is, cracks in walls and beams and building collapses within 2-3 years whereas life
span of said building is 35-50 years; no water in pipes; drainage constructed above
the road level thereby flooding in roads; a huge loss by contractors as the actual
works executed exceeds manifold of faulty estimate prepared; potholes in road pavement
only after 3-4 days of completion, etc.
Now, leaving the unfair means aside to let me draw lights on legal complications
pertaining to said examinations. It is a clear cut legal propositions that the advertised
post cannot be increased after the examination is over. Any appointment made beyond
the number of vacancies advertised is without jurisdiction, being volatile of Articles
14 and 16(1) of the Constitution of India, thus, a nullity, in executable and unenforceable
in law.
To support my article, the matter of Shri Khoda Sanjoy & others versus State of Arunachal
Pradesh & 18 others may be referred. In the said matter the Honorable, court of Gauhati
High Court (Itanagar Permanent Bench) vide WPO No. 348 (AP) 2010 had ordered state
government and it’s departments to refrain from making any more appointments stating
that the practice of appointing more than advertised post may result in depriving
those candidates who become eligible for competing for the vacancies available in
future. A contempt of court can be filed against PWD for not following the order
of Honorable High Court in the present case.
Also in the matter of Kazi Abdul Hasen & Others Vs State of West Bengal & Ors (W.P.No.16485/2002),
The Hon'ble High Court directed the West Bengal PSC to notify the exact number of
vacancies at the time of giving advertisement for recruitment.
With the above points, I would like to request the concern authorities to look into
the loopholes of illegalities happening in the recruitment process in Arunachal Pradesh.
